The NASDAQ uplisting requirements – (I know people have said that these rules are loose and NASDAq does not follow it – but it clearly followed in case of CTIX and uplisting was not allowed ) - https://listingcenter.nasdaq.com/assets/initialguide.pdf


It seems Leo was considering uplisting under - Market Value of Listed Securities Standard* (Rule 5505 (a) and 5505 (b) (2) - Other options are not applicable.
However there is a clear statement - *

Currently traded companies qualifying solely under the Market Value Standard must meet the $50 million Market Value of Listed Securities and the applicable bid price requirement for 90 consecutive trading days before applying.
