Absolutely no surprise there. With a very fragile economy (to say the least) teetering on the brink of a return to recession or worse, and with the markets being artificially held up there is zero chance that they would (or could) allow the big investment houses to be in danger of being litigated to death. They already sent that message with the small fines and slaps on the wrist meted out so far in the earlier prosecutions and settlements. For the same reasons, there will be nothing done about the pension scandals, or about earnings frauds that have yet to be disclosed (only those bought to light by private means will be exposed), or about "pro-forma" scam reporting of fictitious earnings, or about outrageous analyst recommendations, or anything else. All that will have to wait until the economy and the markets are in better shape, if ever.
