There is no 141 to be resurrected. QASP has maintained the idea that it is simply in the process of being "transferred" since it was revoked last spring.

A part 141 certificate is issued by the local Flight Standards District Office to an operator under that office's jurisdiction. It can't be transferred any more than I can transfer my driver's license to anyone else I may choose to transfer it to.
