AWE: TDMA -> GSM (practically a new network) -> GPRS overlay -> EDGE (why bother???) -> WCDMA (required by DOCOMO investment)

Screwed up management. AT&T legacy. Don't know how to operate in competitive world. Rod Nelson, Chief technology guy, is an idiot (Nokia farked them where the sun doesn't shine. Will eventually be understood as playing part in AWE's downfall).
