SEC doesn't do anything
You can send them a complete file showing 100% proof of securities manipulation and they will do nothing. They don't have enough people. They prefer to go after companies with money. They will only go after individual pump and dumpers if they are part of another investigation. They will go after stock promoter companies first, such as westergaard and cce, as they do more damage and have funds.
I believe the only real way to get any action is to sue them in court. Of course it takes money to sue them and if they don't have much, what's the point. I believe as the fool.com website states, the next best thing is to tell everyone about it on message boards. That's what we're doing. I will do my dd and go to a scam board and post my research and debate with the stock promoter/pump and dumper.

Here's the best part, matt. coolbreeze is doing his civil duty by pointing out fraud. Personally if I was the woman about to get raped by your hypothetical rapist, I would want coolbreeze yelling and telling me about the guy about to rape me. I wouldn't want cool in a phone booth calling the SEC
