Telco has to get the license first. They currently have not applied for the Cuba license. Only a global resellers license and we don't know if they paid the fees to the FCC. Even and that is a big even they get the FCC 214 license with the clearance specifically to sell to Cuba it still requires Telco to get clearance from Departments of Treasury and State.

Note how they are only talking about setting up kiosks here in the U.S. and not Cuba. Problem there is Disashop doesn't have an FCC license either so neither could sell their phone cards in the U.S.
