Even if they have promised an 8% payout of earnings for a gazillion years (actually five) and never officially amended that policy as far as I'm aware? Again remember how all the contingencies of the five year plan had to be met at tremendous shareholder expense in the form of dilution EXCEPT for those that benefited the shareholder directly.
They can now easily afford an 8% payout, no questions asked, and they're clearly not going to pay it. It's another case of propaganda triumphing over transparency, I'm afraid.
