That is a good question. Where do heated debates stop and cyber stalking/harassment begin.
I mainly post about stock fraud (besides my main stocks) so I follow the stock frauds and their associated "frauders" around and post about them and the stock fraud. Most fraud people work the same frauds. A good percentage of my posts will then be directed toward the stock "frauders" who will attack my every negative post. My percentage could go up because of their attacks on me so the percentage would be misleading.
Also, if someone takes a poke at me for no reason, I don't just sit there. I reply and poke back. If someone is poking me all the time, harassing me, I will be replying all the time, harassing them? They could be causing my posting percentage to change.
Here's a good example. joelong and jmhollen don't like me because I outed their umcc and tmot touts respectively and they lost money. They follow me all over these boards and just personally attack me, post my home address and phone number, slander me, blah, blah, blah... They're not even posting on boards/stocks that they cover anymore. Who is harassing whom?
I also think that some posters like to yell TOS all the time just to get rid of their detractors and people posting the truth. It can get in the way of their scams. I do know that one certain poster has a cozy relationship with RB tos and he tos's one poster all the time claiming harassment, not me. In that case, that certain poster is actually harassing the one that he says is harassing him.
I personally believe that a good percentage of these communications on these boards are just people harassing other people. It's tough not to get into heated debates when people are taking about money, fraud and losing stocks they've fallen in love with. I think you need to deal with each case individually. Perhaps take the two offenders into a chat room with you and try to talk it out. IF it's just a person trying to keep another poster from ripping people off here with pump and dump lies, I think he should stay and keep up the good work Just my two cents.
