WOW YOUR DD is WRONG!!!! you are looking at the WRONG THING!!!!
INCC submitted for water approval a long time ago, we are coming near the end of that approval period for the water augment/ water conservancy application....

from that approval comes the allowance to use that water for growing....from there they can then work with the water driller and get the commercial well complete

1 step at a time .....
