The SEC changes their enforcement all the time. But the 1934 Act changes almost never. It is the exact same language that was in the original bill in 1934.

Try putting "Indicated Reserves" in an SEC filing anytime in the last 20 years and you will get a nasty comment letter back that will make your head spin. Plenty of SEC guidance is available on the issue which proves my point.
