it does make a difference..... restricted are just that... they are restrained by time or condition... therefore they cannot come out until.. my point is that of the 997 or so authorized they have a tradable amount when those restricted shares become tradable they will not be there... hense the flooding, no pun intended ,will not put a drag on the pps mo. , if that is the strategy.... great plain....
