Inspector Joe,
I worked OFFSHORE on Exxon-Mobile deep water rigs off the Santa Barbara coast in 2008/9, so I have a better than the average understanding dimension of oil/gas and the mentality of oil men. Yes, the MRU's have taken longer than usual to develop and deploy for testing but I would think that the safety testing like OSHA level before even a test MRU can be put into the field. Believe me I'm a bit disappointed that we have nothing to put our teeth into by May 2015. Our patience will pay off.
