Hes says they were told "We passed" and then bam then he says "Or they are very close to completion"

Also in that video starting at around 2:30 he says once you have the ready to build letter you build and fulfill the requirements you will get a license or he even says there's a chance you wont. So Bill knew that a ready to build letter didn't guarantee anything unless you pass everything.
