I believe they have the "no soliciting and no charity" policy for everyone, not just the Salvation Army. I can see this point.
I give to the Salvation Army yearly via check in the mail. However, IMO I could never understand why they set up at the discount retail stores. You harldy ever see them ringing their bells at the upscale stores where people can afford to give.
