Much of an agreement could already be negotiated and simply not signed and thus there would be no reporting requirements. An FDA designation that has already been received might present some problems in terms of trying to delay the announcement.

Not being listed is a major impediment to CTIX's share price, creating a headwind and downward price pressure on the stock. Thus, I don't understand why you would say:

Additionally, most institutional investors and small stock indices will not touch an unlisted stock. Uplisting is the force multiplier that will magnify the effect of other major announcements on CTIX's share price.

CTIX, in terms of share price, needs more than good news. CTIX needs good news that is corroborated by a "Big Pharma" agreement and/or FDA major designation. CTIX has already had lots of good news (B's excellent P2B data and K's disappearing lesions, to name a few) and the share price suggest that there is a large population of skeptical investors who are not buying it.
