Most all of your very big Institutional and Pension Fund managers are prevented by their very charters from investing in stocks lower than $5.00. I am talking about Institutional and Pension Funds like CALPERS which is the California Pension fund with over $100 billion, I believe, readily available to invest. I am not aware of, but I am sure there are some that go down to a dollar, but most reputable and financial responsible will not get into any stocks down into the pennies. Their charters are set up this way to ensure Institutional and Pension Fund investors that they would be fiscally responsible with investor's money.

I am not saying that there are not some that cannot go down into the pennies, but these will be few. But then again, it would not take but a few small Institutional and Pension Funds to move a penny stock.
