It is a bit of a lead but you haven't discounted for going to a worse technology. That was using Intel's 22nm FinFET technology. Do you really think SoFIA will be able to achieve that in 28nm and without FinFET in its thermal envelope? It is much more likely to be limited to 1.5GHz at the very best. I was basing size on transistor count.
