You are quite welcome... You have done all the footwork and all one needs to do is cut, paste, edit and send an e-mail. I think it is a worthwhile subject worth pursuing and should have been made part of "Regulation FD" from the get go. It may not take too much prodding of an official to get this looked at. I do not believe a very deep grass roots effort would be necessary, just simply enough people writing to their heads of state will get some attention. If not, at least one can say we tried, but as you more or less stated earlier, "you can lead a horse to water but you cannot make him drink".

Well if people are too lazy to try and help better themselves or their chances at being more successful after someone like yourself has layed all the ground work, then we are truly experiencing a sad state of affairs. It kind of reminds me of those who complain how terrible everything is and then come to find out they do not even vote. it's a shame...
