lets see if we hear something tomorrow from OCAT regarding this. Remember Wotton did not mention offering in latest presentation. They are still showing uplist in Q1 and possible partnership of non core assets in Q2.
Nothing is guaranteed, but if they have a deal on the table and are getting funds, then they would not need to proceed with offering.

Just my opinion.
