IMO, one cannot have it both ways either Offor is prohibited because On FOUR different occasions over three years he has not been active in participating in supporting HIS investment in ERHC or he is just plain too dumb to act to prevent losing over $260 million on his ERHC holdings. And now he is getting diluted along with the rest of the shareholders.

Tell me do you believe he is this stupid? I do not think he is; so the alternate is HE COULD NOT ACT. The proof is he did not act.

It is ridiculous to demand a link or proof from US government agencies as it was not announced, but many times such arrangements are not announced and everyone knows this is true. But there those who were involved with him from the beginning know the truth. He agreed to the terms to avoid more severe penalties.
