You are correct, this is vital info.

If they needed to dilute for financing wouldn't they have done that already?

I believe the financing is in place as evident by the Future World deal. If INCC had no money then why would another company lease the land to a bankrupt business? In my opinion, INCC showed they had the finances to follow through with their agreement.
