like all public agencies, some are empowered to speak on behalf of the agency. Health Minister Ambrose is able to speak and can, if she feels it is in the public interest to do so, make such a comment.

If the Globe was seen to be putting words into the mouth of a Health Minister, in the manner Bill has done (he said at the shareholders meeting he spoke with a minister in the health dept for 45 minutes) you can bet the Health Minister would have issued a statement decrying the Globe comments. Investors put more faith in Bill than they do empowered to make decisions governing this activity. The Globe articles are far more factual than one by say, Isak Weber or bigahole and rise51 bloggers.

I have had communications with Minister Ambrose office so no need to drill me on protocol, but it is her decision if she wishes to comment, and she did so. Until I see a retraction in the Globe, his facts are that.
