It observed that both live and recorded Ultra HD content requires new production/post-production skills that take time to develop, and the workflow itself takes longer, consequently it will take some years before sufficient new content becomes available, other than in movie/film content produced in 4K for the big screen. In addition it warned that although live Ultra HD production equipment is becoming available, a big issue hindering content availability is that producers hesitate to upgrade equipment until technical standards are finalised.
