I too now have seen several file the reverse split amendment with their state first, then announce shortly afterward FINRA approval. Usually 10 days after the latter, the R/S happens.
I'll keep watching the Nevada SOS site for any amendment. I think you are right, because I see that they are supposed to send a copy of the amendment before they can actually effect the R/S.
