Peg -- given the NYPD's long and continuing history of systematically, systemically disparate treatment of different groups/areas including systematic, systemic violations (of the law in violation) of the rights of certain groups/people in certain areas (or incidental to certain events there, such as the 2004 National Republican Convention), as well as of often quite mob/gang-like specific instances of blatant abuse/criminality/corruption, and keeping in mind their full scope/context including their jails/prisons (Rikers continues as a gaping, systemically/institutionally-buffered/protected wound to this day), I think it is a fair-enough assessment and characterization -- though not at all unique in kind, there clearly is and long has been a particular and particularly highly systemically inbred/insulated/protected culture of utter impunity running out of control among, yes, many there
