Without putting words in anyone's mouth, it can happen in a cyclical bull within a secular bear, is my understanding. Japan 1999, which I just mentioned in another post, comes to mind. Unless you want to say that the bear they've experienced since 2000 is a new bear and that the old one ended in 1998.
