winters - depends what you are referring to. If it was the notion that prices were slashed as inferred by that $21,550,000 number on the GAO website, the answer was, they have no idea what that number represents and it in no way approximates the value of the contract. The contract is for substantially more, but they would not divulge actual unit prices for obvious reasons.
