Share structure numbers shown on the OTCMarkets web site are NOT authoritative. Those numbers state whatever Chandana Basu sets them to report, regardless of reality.

The authoritative (and legally binding) source for A/S is the office of the Secretary of State of the state in which the business is incorporated. In the case of PPJ, that is Florida.

The only authoritative source of numbers for O/S, restricted and float share numbers is the transfer agent... IF the transfer agent has been authorized by the company to release the true, unbiased figures. The transfer agent for PPJ was so authorized until PPJ released the PR which claimed that one billion shares had been retired. Because this claim was almost certainly fictional, it was necessary at that time for Basu to gag the TA.

So now, and until such time as the TA is reauthorized to report the correct numbers, you cannot trust ANY numbers for O/S, restricted or float, regardless of source. Note that it is an "all or nothing" deal with the TA. Either the TA provides numbers or it does not. If they will report numbers, they are accurate. Reporting by a transfer agent of inaccurate numbers is fraud and people go to prison for that. Corporate management may be willing to risk fraud but the transfer agent is an independent business so they generally have no reason to commit fraud on behalf of their clients.

The A/S, as reported by the Secretary of State is always available and always accurate however.
