i would say the NOT sending U.N. troops to Sudan has been a manifest refusal to stop one of great genocidal horrors of our times, that this horror is in our interest would be the underlying motive of this neglect, imo.
The cause to send U.S./U.N. Troops to Sudan has been 100% manifest for 3 years; BUT NOTHING WAS DONE.
