In theory, I agree that reasonably balanced budgets are a good thing most of the time. Economically, surpluses are generally not a good thing and in circumstances as the US now finds itself (rapidly slowing economy and all the post 09/11 problems) a balanced budget is simply impossible - only a fool would advocate it (Chretien probably qualifies).

I suggest he tend to Canada.
