Point is this was scripted and to be read REGARDLESS who was named as PM.
This is homefront propanda trying to give to U.S. public, "things are getting better" brush stroke, and get Bush approval from dropping to an OTC BB status.
In fact, it sounds almost word for word what ALL the previous press releases on these "breakthroughs" have sounded.
I think they at least should get new material, this "haven't we heard this before " claptrap is so getting stale.

"The agreement reflects the will of the Iraqi people who defied the terrorists by voting to choose the men and women who will lead their nation forward," Bush said.

"This historic achievement by determined Iraqis will make America more secure," he said, suggesting it could lead to a drawdown of US troops in the country.

Secretary of State Condoleezza Rice called the agreement an "an important milestone" and said Iraqis were "well on their way" toward forming a national unity government.

But both Bush and Rice warned more work was needed to stabilize the volatile country, in which lethal attacks and bombings by insurgents grew as the political stalemate continued.>>
