That has nothing to do with ethics. He cannot control all aspects of the process. If he indicated he would do something, and he retracts the statement later, that is being ethical....hiding it would not. If he indicated that he would, for example, get the financial completed, and the CPA had issued, that does not make him unethical. Look up the word ethical.
