I think it's quite possible that the town had no idea of the infrastructure required to build a grow facility. They permitted them for a barn and a fence because that's what was applied for.
It could also be possible that Cen failed to mention that there was a little more to the project than just a storage barn. If they submitted full plans for their 3 story facility back in November, I think the town would have been singing a different tune. We also all know that "misrepresentation" is Bill's M.O.
I agree that the lawyers are going to have to sort it all out now.
The funny part in all of this is Cen still doesn't have a license, so a drawn out court battle could be all for naught.
