I think NNVC paid more for the lab than it should have.

I think you have no basis for making that statement as you do not appear to have a basis or stated background for assessing what the facilities, the upgrades to do the work the lab needs to do, the equipment that was purchased, or the power, venting, or any of upgrades might have cost.

I have worked developing, upgrading, remodeling and equipping laboratory spaces at times - given not in a nanotech industrial scale space.

But at I at least have some basis for making (or not making) statements like that.

Working lab spaces are expensive to set up and properly equip - and to operate. You don't want to go 'cheap' or have to try to fix a detail later that you should have set up right in the first place.
