The only solutions that I can think of are politically impossible at the moment, and perhaps it will always be so. The problem is that we have set up a state where a very significant portion of the electorate is dependent on the government for either its living (in one form or another) or for special favors. Between the two factions, they keep both parties willing and eager to please their appetites for more in order to stay in office. As long as that is the case, proponents of large government will dominate the scene.

A line item veto power for the president would help, as well as a more conservative judiciary which would be strict constructionists and stop finding "rights" invisibly buried in the constitution which end up costing billions of dollars, and enabling government to enter areas that should be the province of the state and local governments. The judiciary is a prime place to reduce the scope of the Federal government back to areas intended by the constitution, but only a conservative "strict constructionist" judiciary would even consider doing so. That is why the liberals in the Senate are going to extra constitutional lengths to prevent conservative justices from being approved.

Education about the political issues before us would help in theory, but the very people that would be called upon to teach are part of the problem. I have always felt it was inappropriate for those on the public welfare dole to be able to vote (conflict of interest), but that one always drives liberals to apoplexy.

The bottom line is that it will take a taxpayer and voter revolt of sorts to change anything, and I see little sign of that happening any time soon. The amount of unnecessary spending by government at all levels is simply mind-boggling.
