IMO if enough $ACTCD PRs and positive clarification happens before Nov 12, IMO shareholders will vote yes. If $ACTCD PPS continues drift down with no news before Nov 12 proxy, many retail shareholders will vote no and vote count will be close IMO due to G/A voting Yes.
