No, the sell levels are only determined by the combination of bull/bear signals and their respective sell levels.

In the second picture of the post you responded to, the sell levels would be defined as follows:

If the PPO is up from previous day (Bull mode), look to next dominant signal if RSI closes above (Bull VTO Sell level)

If the PPO is down from previous day (Bear mode), look to next dominant signal if RSI closes above (Bear VTO Sell level)
