Technically, what the Treasury issued was a 42 page Notice, which announces in fair detail that the Treasury will adopt various Regulations applicable to inversions or certain transactions engaged in by inverted companies, where the inversion closed on or after September 22, 2014. So the Treasury Regulations will literally be retroactive, but taxpayers are on notice.

They've done this before.
