Many people just don't understand the value of teaching their citizens multiple languages and cultures. I guess it's because if it's good enough for them to only know one language it's good enough for everyone else. I was immersed in a Catholic Polish Kindergarten and learned to speak fairly fluent polish after my first year. ALL prayers were in polish and most of the kids spoke Polish and many that was their 1st language. This was in the good old US of A and not a third world country. My mother who spoke Spanish, Italian, and English wanted me to come home and talk to her in polish even though she did not understand a word. She always had the neighbor upstairs, who came from Poland talk to me in polish. Unfortunately we bought our own house in another city and I never had the opportunity to continue with polish and forgot most of it after a few years.
