... that's what i say in México, when comes up the topic of language, and often when it doesn't, too .... to you in the US, and most specially in the one third of the US that is occupied México, i simply replace one word, since you've got the english, no problema -

'A school system that fails to effectively teach full and fluent spanish is failing its students, dooming them to a future below their potential.'
