As a second language, sure they would find English useful, espcially if they are coming here. There is no quarrel with having a second language or allowing one to be taught.... The whole point is that the U.S. can not afford to cater to every individual language requirements.. I do not see why this is so difficult to understand and is viewed as racial or as discrimination.
