The above sentence is so unbelievably ludicrous that I hesitate to even repeat it. No one who knows anything at all about education and the development of intelligence would agree with it. Learning a second language is not just for "multicultural" purposes, but for intellectual stimulation and development in general. And the best time to learn a second language is when young. Very young. By ear. As with any language, most definitely including the first.
