I don't read that as a rule. Just a philosophy.

To put it in line the way I see it:

"If you come to this board and your name is not Matt, I will turn you in."

Well, they get turned into me. Then I evaluate the situation. People can turn people in for all kinds of things. It's up to me to decide of it's legit and/or the "group" is really causing a ruckus.
