I think I know why the excessive is in there. I've seen it happen before. The bombardment of a board with posts of a similar vent, some of it very old news (years), for the purpose of disruption or overwhelming a board with a certain viewpoint. It's a little too easy to get around the "identical" posting by moving things around a little or alternating between similar items.

The problem is when does it become obssessive versus just a review or rehashing of relevant information.

I don't know the specifics of the situation which brought this topic up, but if the posts are more in the vein of a continuing discussion on a current and relevant topic, then I don't see that as spamming.
