Because the unpopular points of view are the ones being reported, this kind of definition can be used as censorship.
Stock message boards will always have more postive messages than negative on the majority of boards.
To use that as an argument is rediculous to say it's censorship. Of course the negative ones will be reported more. But guess what? Matt doesn't do a survey when he makes a decision. He doesn't get a PM and say I better wait and see how many PM's I get before either restoring or deleting a post. You only need to report a post once. Bring it to his attention and let him deal with it.
