It doesn't matter if unpopular viewpoints are reported. Because they get reported doesn't mean I remove them. Keep in mind, that I am not at all influenced by the number of TOS reports per post. I only see the first one. Others are ignored/not added to my system.
On the flip side, should Chowderhead remove something that doesn't violate the TOU, it is restored.
As far as the current definition, it has served the site well, and it is very clear to me and the vast majority of the other participants here. Further, it is absolutely, 100% impossible to lay out the defintions of everything that is against the rules or to provide a rule for each issue. We only attempt to do our best.
