cattle that have not been rounded up for years are usually very wild and panic and act crazy when being herded. if a handful out of the herd end up with a broken leg or tangled in wire, yeah, they would be shot. if it was a ranch roundup, it would be fresh steaks, but blm doesn't operate that way. here is a hint: buy a clue and stop yammering about things you don't understand.

as to the tortoises, they are not the only thing that has caused adjustment of grazing allotments on federal land. overgrazing had been going on for forever, and of course the ranchers felt that all of the forage should go to their cows. the laws of land have changed to give wildlife a stake, including wild horses. that meant changing the number of cows that could be turned out, and adjustments to the timing of such. the ranchers grumbled a bit, but the ones with half a brain knew they were still getting subsidized grazing welfare so have gone along with range improvement and betterment regimes, which often include resting a portion of allotments on some years. what they found was that the remaining forage was of such better quality after proper management, and they made just as much money with slightly fewer cows. that is most all of them except the dunce cliven bundy. i live among ranchers who generally are not big government fans, but they mostly exhibit common sense and saw cliven was being a douchebag and said as much.
