This to me is the obvious step - use the free market as your friend.

On the inversion issue, I expect to see things heat up if Walmart goes this route.

Pretty easy in concept to change the tax code to prevent inversions, although obviously the details are very tricky. They already tightened the rules once, no reason (except political) they can't tighten again - for example, they could require majority foreign ownership to move domicile.
