Lets see, FHFA stands for Federal Housing Finance Agency, formed in 2008 under Obama. Normal usage of the English language would cause one to focus on the first and last words, Federal Agency, as a guide as to whether or not they are the government. I would venture to say that employees of FHFA are in the federal civil service too, and then there probably was some sort of charter or maybe some glorious presidential fiat that gives them some sort of a charter or mission that probably has something to do with regulation, which again is a government function unless it has somehow been abdicated to the UN or some other BS like this administration does.
