INTC intended to use 157nm tools but ASML (the developer) was unable to deliver a working system on time, and pushed out its timetable a number of times, while continuing to promise it would be able to do it.
EUV is being worked on by a number of companies, but is still in development and no one has a clear edge at the moment so it is impossible to say now who will benefit most. I suspect INTC's decision to wait has as much to do with the economy as anything else but the inability of ASML to deliver certainly had something to do with it.
